The Pentagon is overhauling its technology transfer pipeline with a new AI-driven database designed to bridge the gap between military research and commercial application. Currently, industry partners struggle to navigate over 5,000 abstruse patents via keyword-based searches, often missing critical innovations that could have dual-use applications.

Stephen Luckowski, the Pentagon’s director of Technology Transfer, Transition, & Commercial Partnerships (T3CP), is leading the effort to transform these archives into a searchable, interactive resource. Working with the Chief Digital and AI Officer (CDAO), the DoD plans to deploy a Large Language Model (LLM) interface that allows users to upload unstructured, plain-English descriptions of their specific technical needs.

This conversational system will go beyond simple keyword matching to identify relevant technologies and provide "commercialization scores" that predict a given patent’s chances of becoming a successful product in the market. To incentivize adoption, Undersecretary Emil Michael has declared a "patent holiday" on 400 specific technologies, allowing companies two years of fee-free use to build interest in the wider database.

Crucially, the alpha version scheduled for late 2026 will integrate "invention reporting" and extramural research from universities. By exposing these early-stage developments before they even reach formal patent status, the DoD aims to foster more resilient supply chains that serve both national security and robust commercial markets.
